Safeguarding Officer (Kyiv)

Under the supervision of the HR Coordinator, the Safeguarding officer will work with all the Joint Country Programme Ukraine (JCPUA) and partner staff on safeguarding policies and their implementation. The Safeguarding Officer will be responsible for the day-to-day implementation of JCPUA’s Code of Conduct, including safeguarding policies and procedures across the programme.

Main responsibilities:

  • Promote a strong understanding of the DCA/NCA Code of Conduct, expected staff behaviour and safeguarding.
  • Ensure safeguarding policy and procedures are assessed and support in their periodic review if needed with the support of the Accountability and Complaints Advisor in HQ.
  • Initiate safeguarding risk analysis for the project and identification of related mitigation measures.
  • Support regular updates to staff, volunteers, partners and communities.
  • Ensure safeguarding is included in SMT meetings and report findings.
  • Be an entry point for staff and persons supported by DCA/NCA to receive the right information and options on reporting channels and services for survivors, and to receive complaints related to Sexual Exploitation, Abuse and Harassment (SEAH).
  • Support the implementation of the Ukraine response Feedback and Safeguarding mechanism SOP.
  • Support the DCA/NCA Protection team as requested to establish and disseminate information on basic referral and response pathways for survivors of violence, exploitation, and abuse.
  • Work closely with the protection team within DCA/NCA to integrate safeguarding policies in all programmes.
  • Work closely with safeguarding networks and represent DCA/NCA in Ukraine’s PSEA Network as the safeguarding focal point.
  • Train staff and partners on the DCA/NCA Code of Conduct, expected staff behaviour and safeguarding.
  • Produce guidance documents, and key messages and building the capacity of field teams and partners to include safeguarding key messages in existing community engagement activities.
  • Monitor the risk register regularly.
  • Produce periodic activity reports and activities related to Safeguarding.
  • Assist in developing and adapting training materials (presentations, handouts, etc) and tools to facilitate the delivery of capacity-building initiatives and the Safeguarding training to DCA/NCA staff, and partners.

Able to travel to different offices and partners in various locations in Ukraine.

Requirements:

  • Knowledge of and experience with organizational safeguarding policies.
  • Previous experience with dealing with and communicating with victims/survivors of SEAH.
  • Communication, training and facilitation skills, strong interpersonal skills.
  • Soft skills: sincerity, responsibility, honesty, openness, desire to help, ability to evaluate people, empathy.
  • User of MS Office, Internet
  • English A2/B1

Work related travels are expected in this position.
