DanChurchAid (DCA) invites applications for the Case Management Supervisor (General Protection & Child Protection) post with its Syria Country Programme. The position is for National Applicants and will be based in Raqqa-Syria
The Case Management Supervisor- CMS is responsible for quality Case Management (CM) services provision to child protection and general protection cases. The position works very closely (day to day basis) with case workers by providing supervision (technical & administrative) with an aim to provide quality case management to cases approaching DCA service delivery points (static and mobile). CMS is responsible for ensuring all clients approaching the service are provided with timely quality services following humanitarian principles of Neutrality, Impartiality, Independence, and Humanity. The position holder will ensure that case workers are trained, skilled and provide case management to clients following standard operating procedures and tools. The CMS ensures all guiding principles of case management including using a survivor-centered approach, confidentiality, safety, do not harm and non-discrimination are adhered to.

- Based in: Raqqa.
- Reports to: Protection Officer
- Line Manages: Case Management Assistant
- The main duties relating to this position are as follows:
Child Protection and General Protection Case Management Supervision
- Approves and follow up on monthly workplans for case management assistants / case workers ensuring it has clear tasks, targets and deadlines.
- Oversee Case Management (including case identification, case plan, follow up on referrals and case review and closure) and support services provided to the clients of child protection cases following SOPs.
- Responsible for ensuring that all CMA/CWs implement and follow SOPS & tools for case management
- Develop and manage a systematic way to ensure adults and children at risk or in need of protection case management can be identified, and their needs assessed at site level
- Support individual cases when required and provide regular monitoring of all aspects of Case Management services
- Review all case management steps and ensure all cases are managed within acceptable timelines as per SOPs
- Conduct Case Meetings with CMA/CW to provide technical guidance for all the cases
- Review staff caseloads to ensure they are manageable and share challenges with the Protection Officer for solutions.
- Based on case audit and quality of case management services provide on job coaching to CMA/CW for improvement – briefings, discussions and ideas on cases, linking with services, joint home visits to support etc.)
- Facilitate and attend case conferences for complex cases; make sure that case conferences are called involving relevant stakeholders
- Conduct case review, case closure with CMA/CW
- Responsible for conducting Client Satisfaction & Feedback Survey (100% of the closed cases each month) and Post Distribution Monitoring (PDM) as per SOPs
- Ensure (review, verify and sign) all data is complete and is of quality before CMA/CW enters the data in systems
- Review all cases submitted for Material Assistance- before sharing with Protection Officerfor final approval based on clear eligibility criteria
- Support and manage case workers in their daily activities; ensure distribution of tasks within the teams, ensure proper and timely information flow, supervision and provide timely advice in complex cases.
- Point of reference for the finalization and review of all case management documents drafted by the CMA/CW
- Ensure that all emergency cases are addressed immediately and shared with the Protection Officer for possible intervention.
- Ensure Site level outreach, awareness raising plan is developed and followed by CMA/CWs and provide close technical support.
- Conduct outreach sessions on protection issues identified by the community / trend from case management.
- Document and report on outreach and awareness plans
Reporting
- Ensure all data is complete and correct for 1. Case management cases 2. Outreach, Awareness raising events.
- Review, finalize and share weekly and monthly update on cases with Protection Coordinator (new, old & closed) type and nature of cases) and status of case (as per CM steps), Activity
- Support Protection Officer for Protection Case Management Trend Analysis report by providing data and insights on cases on monthly basis.
- Provide written feedback about protection incidents and issues.
Meetings and Trainings
- Coordinate with Protection Officer and proactively share any areas for trainings to improve CM services for CP &GP
- Ensure all CW have access to all SOPs – hold briefings to refresh and revise SOPs on monthly basis
- When assigned participate in meetings and trainings in and outside the centres and plan and lead case management meetings and case conferences
- Complete information for 5Ws for CP and GP on monthly basis
- Required Qualifications and competencies
- Hold a BA in social Since or equivalent.
- At least 4 years of professional experience working on case management out of which minimum two year as CMS.
- Demonstrated familiarity with case management principles, standards and procedures, including relevant roll-out of SOPs for different protection typologies.
- Demonstrable experience in establishing and maintaining collaborative relationships with different sectoral counterparts/referral pathways.
- Excellent organization skills, attention to details, and ability to work with minimum supervision.
- Proficiency and knowledge of using various computer applications and programs such as Microsoft Office is a suite of productivity software that includes programs such as (Word, Excel, PowerPoint, Outlook,spreadsheet analysis …).
