DRC has been responding to various humanitarian crises in Lebanon since 2004, working with Palestinian, Iraqi and Syrian refugees. DRC received registration from the Ministry of Interior in 2011, and since then has focused primarily on responding to the Syrian refugee crisis in Lebanon and the resulting impact on Lebanese host community. DRC Lebanon’s focus is to ensure that we are able to respond to critical emerging humanitarian needs whilst improve the living conditions of displacement-affected populations and contribute to the achievement of durable solutions. With an annual portfolio of $12million, and with approximately 200+ staff, DRC is focusing its response in protection and economic recovery (Ec-Rec) sector in Bekka, North Lebanon and Beirut. DRC is also contributing to the evidence base and coordination structures in country through our Evidence Generation and referral information management (RIMs) teams.

About the job
The CCCM Assistant is responsible for district-level coordination and management in collective shelters and self-settled sites (according to DRC mandate), local stakeholder capacity building, community engagement, information management, and assisting other DRC field teams with project implementation. Ensure the quality of the implementation and follow up of all technical aspects of emergency activities being implemented by DRC. This is a field-based position and requires spending extended periods of time in the field on a daily basis.

Your main duties and responsibilities will be:

  • Monitor sites to identify needs, new arrivals, gaps in service provision, and duplication of efforts at IDP sites
  • Ensure referral and escalation of gaps and needs to service providers within the humanitarian community
  • Weekly monitoring site visits to identify needs, gaps in service provision, and duplication of efforts at IDP sites
  • Support other teams in conducting multi-sectorial assessments of IDP needs
  • Support site planning in order to ensure that site residents are able to live in dignified conditions
  • Plan, support, and organize social cohesion-building activities at IDP sites
  • Support in establishing and training representative and inclusive community committees at sites
  • Ensure CCCM/ SMC programming is community-led and incorporates genuine community feedback and engagement throughout the project cycle
  • Ensure the implementation of the Community Feedback Mechanism (CFM) in the sites
  • Participate in multi-sectorial assessments of IDP needs with other DRC teams
  • Work closely with Protection teams to ensure Protection mainstreaming in DRC’s activities and referral of cases
  • Perform any other duties assigned by the CCCM Coordinator in order to advance DRC's interventions
  • Ensure the use of referral pathways across DRC-managed sites/areas
  • Support in conducting data collection exercises as relevant: intention surveys, headcounts, satisfaction surveys, site monitoring, etc.
  • Support beneficiary’s identification, assessment and selection processes
  • Ensure regular collection of data
  • Support in preparation of area-based coordination meetings when applicable
  • Work with the authorities and CCCM teams to have active, updated and actionable relocation/ contingency plans per site
  • Escalate HLP concerns, such as eviction threats, lack of space, etc.

Support and representation:

  • Coordinate and maintain constructive relationships with other local government institutions, local NGO partners, other international organizations, in coordination with the other team members
  • Attend relevant sector meetings in coordination with other CCCM team members
  • Ensure DRC’s principles and approaches to emergencies are integrated into the response
  • Support DRC’s positioning as a leading emergency actor within the Area, including sharing emergency information to inform and guide the overall Emergency and Recovery
  • Plan and coordinate proactively logistics and movements of staff from and to different operational areas
  • Ensure distribution plans are prepared and shared with Finance, Supply Chain and Safety in a timely manner

Site management coordination and representations:

  • Represent DRC with communities, local authorities, site partners, and other stakeholders
  • Build and maintain mutually respectful relationships with site management, service providers, local authorities, and IDP community members as well as host community members
  • Foster collaborative relationships with local authorities to facilitate the implementation of activities
  • Attend and facilitate meetings with stakeholders, such as local authorities, Clusters, NGOs, INGOs, UN, and IDPs, including translation of meeting proceedings and provision of meeting minutes.

Community participation and representation:

  • Establish, support, and aid in the design of site management committees
  • Support representative committees and community groups, ensuring Inclusion is the main factor in composition of any community-based targeting
  • Supporting and promoting the participation of women, youth, people with specific needs, elderly, and marginalized groups in camp governance mechanisms and CCCM Activities
  • Lead information campaigns/ awareness raising activities on relevant topics within the community

Information management:

  • Establish, maintain, and actively utilize networks of key informants at IDP sites
  • Ensure the timely registration of new IDPs, including identification of Protection-related needs
  • Support in the drafting of weekly situation reports and provide other relevant information on site conditions and services
  • Provide, document, and track timely referrals and service requests to key partners
  • Update public information boards with site management and partner information - ensure that the information is accessible to everybody, including non-literate populations

About you
To be successful in this role we expect you to have the following:

  • Bachelor’s degree in related field
  • Previous experience working in the field with an INGO/UN agency and in an emergency setting
  • Minimum 1 year of experience in a similar job or related Job
  • Basic computer skills especially in MS Word and MS Excel
  • Experience in working with Kobo and basic data analysis is desirable
  • CCCM experience is desirable
  • Fluency in Arabic and English
