The overall purpose of the role:

Under the guidance of the Protection Team Leader and the supervision of the Protection Officer, the Protection Assistant will participate in the implementation of all DRC’s protection objectives for Libyan and non-Libyan conflict and displacement-affected populations within the Zwara Community. The position implements case management processes from intake to closure: identification, assessment, care planning, using referral pathways, and providing IPA and counselling. Additionally, the positions carry out a variety of field-based activities in line with Protection Monitoring principles and Standard Operating Principles (SOPs). These include but are not limited to individual interviews, key informant interviews, focus group discussions, and direct observation. The Protection Assistant will also implement DRC community-based protection mechanism activities, including information dissemination, awareness-raising and psychosocial support, and other related tasks. Activities are implemented for Libyan and non-Libyan populations in need of humanitarian assistance. In addition to participating in capacity-building activities for CSOs, and local stakeholders.

The position coordinates with community focal points, beneficiaries, and other team members to ensure the best implementation of activities, monitoring, and data collection, to ensure the quality and efficiency of the overall protection program. The Assistant supports the Officers and Team Leaders in the development of protection monitoring information sharing products. S/He will develop and maintain good relations with the rest of the Protection team.

Responsibilities:
Responsibilities will include, but not necessarily be limited to the following:

Program

  • Contribute to the planning and implementation of protection activities and community mapping exercises and outreach under the guidance of the Protection Team leader and Protection officer.
  • Participate in the implementation of general protection activities in accordance with agreed objectives, such as outreach, psychosocial support, case management and protection monitoring activities, as well as capacity-building activities.
  • Ensure that relevant program tools, forms and SOPs and the applicable professional standards related to protection and humanitarian interventions are adhered to.
  • In coordination with the Protection Officer and Team leader, use solid participatory approaches with attention to age, gender, diversity and vulnerability criteria, to facilitate meaningful communication with individuals and communities.
  • Implement proper case management steps to identify protection cases and support them through a durable and sustainable approach.
  • Support the Officer and Team Leader to contribute to the regular development of protection reports and products, including monthly/quarterly/annual highlights/ad hoc reports as requested by the Protection Team Leader or Protection Manager.
  • Support in identifying information and awareness-raising needs and gaps related to protection and rights among target beneficiaries and communities.
  • Contribute to community empowerment and capacity-building activities to prevent and/or reduce protection risks and build resilience and capacities.
  • Implement DRC’s protection monitoring activities ensuring timely delivery of the agreed outputs, following international standards.
  • Conduct community sensitization and mobilization and support psychosocial support activities.
  • Identification and referral of vulnerable individuals.

Representation and Coordination
In coordination with the Protection Team leader, represent DRC to a range of stakeholders in Zuwara including individual beneficiaries and community groups, services providers, local authorities, etc. To this end, ensure professional standards and transparent communication to build trust and collaboration with concerned stakeholders.

Reporting.

  • Ensure proper use of tools and online platforms provided for effective reporting information management as relevant.
  • Collaborate with the MEAL teams in carrying out monitoring, evaluation and feedback activities within the target areas.
  • Document all steps of the case management and individual protection assistance properly using standardized tools and SoPs.
  • Follow up with case management assistants on case file sheets and ensure all project indicators and dashboards are updated.

Operations support

  • Support the coordination of program activities as they relate to logistics, administration, finances or security as relevant, in coordination with the relevant departments. Ensure the compliance of staff with the relevant internal policies and directives.

As well as any other duties as may be assigned by the Protection Team Leader and/or Manager, relevant to the achievement of Protection objectives.

Requirements:

  • About you:

Candidates must be native residents of the Zwara community with a strong understanding of the local context, cultural nuances, and social dynamics.

  • Experience and technical competencies:
  • 1 –2 years of professional experience in the field of humanitarian interventions, social work, case management, human rights or community development, preferably with an international humanitarian organization.
  • Strong skills in communication (Written and oral), interpersonal and facilitation skills.
  • Proven capacity to document, summarize and analyze information in a clear and systematic manner.
  • Solid experience in responding to needs of particularly vulnerable individuals and groups using analyses of age, gender, diversity and other criteria.
  • Demonstrated capacity to effectively represent a humanitarian organization with individuals and communities and build trust.

Education:

  • University Degree in the field of social sciences, Law, political affairs, humanitarian affairs, international law, development or any other related field is preferable.
